During its 34 years in this building, the station was host to numerous famous and infamous personalities and covered all major Cleveland news stories from urban riots and decay in the 1960s and 1970s to urban rebirth and revitalization in the 1980s and 1990s. The Cleveland Mall (See continuation sheets 10-2; 7,8-2; 7,8-10.) The Mall is a direct result of the Cleveland Group Plan of 1903.
It is recognized as one of the earliest and most comprehensive initiatives to grow from the City Beautiful movement following Chicago's World Columbian Exposition in 1893. The Mall ranks second only to Washington, DC in its size and scope. The Group Plan Commission consisted of Daniel Burnham, Arnold Brunner and John Carrere, nationally recognized practitioners and proponents of Beaux Art Classicism for urban projects. Tom L. Cleveland at the same time that its completion would assure the removal of a sub- standard and crime-ridden neighborhood in the heart of the city. The East Ohio Gas Company became the first major private sector investor to erect a structure in this then transitional area. This building replaced a row of dilapidated town houses that had once been the first, and very fashionable, French terrace houses in the downtown Cleveland of 1889.
When this new building was constructed in 1915, the terrace houses had lost their luster and the area was in decay. The East Ohio Gas Company Building was the first large structure to be built on the east border of the Mall and it reinforced the company's commitment to Cleveland's revitalization. As William Ganson Rose states in his detailed history, Cleveland: The Making of a City: "The French Terrace and several neighboring buildings were condemned on January 25 [1915] Page National Register of Historic Places to clear the way for the East Ohio Gas Company Building, thus making a change in the Continuation Sheet main national affiliates in Cleveland. In 1890, following important buildings were: the Walkabout Market Building, Brooklyn; Brooklyn Storage Public Library; Municipal Hospital at Greenwich; Presbyterian Church at Roslyn, N.Y., and in addition five Carnegie Libraries in New York City, as well as many schools and Canaan, Conn. In the field of domestic architecture Mr. Tubby favored the American Colonial style while a number of his public buildings were of Classic design. Upon his retirement in 1942 due to ill health he left his practice to his son William Jr., and 2 years later at the age of 86 passed away at his home in Greenwich, Conn. The architects of the building took their clue for the design from the Group Plan guidelines for height and style. Thus, they symbolically linked the company's goals to the public's interest. This was the first building in East 6 to do so.

That means rate, upscale condominium project in a great historic building - but only if we act fast, before the wrecking ball arrives. Downtown Cleveland is in the midst of a modest housing renaissance, especially in our Warehouse District.
But over 95% of the housing units are rental. And the few condominium units, while desirable, do not begin to meet the need for character and quality. The East Ohio Gas Building project, however, is our best opportunity to show developers - and potential purchasers - that downtown homeownership is affordable and a necessary part of our downtown economic development efforts. It is critical that action be taken as soon as possible to list this structure in the National Register because it is clearly threatened by potential demolition due to the pressure of current urban economic forces, the same forces that have already destroyed so many buildings - and much of Cleveland's cultural and architectural heritage. This building is an important and very well known part of the urban fabric of our downtown area for the following reasons: 1. It is the only significant private sector response to the Group Plan of 1903 on either side of the Mall and frames our great City Hall on East 6" Street; 2.
It represents the realization of a major urban utility in Cleveland as the city grew to maturity, where efficient, economical, large-scale natural gas service replaced more costly, small-scale artificial gas provided by scores of local suppliers; It was site of one of only five local television affiliates owned by the National Broadcasting Company and as such it was the breeding ground for many of today's most important television producers, directors and newspersons: Its exterior is a wonderful, surviving example of the Beaux Arts style in Cleveland by New York City architect William Tubby.
The harsh economic reality is that if this building is not put on the National Register it will not be possible to develop viable financing to rehabilitate it for continued use, placing the building n direct jeopardy.Its loss would leave an unacceptable gap in the façade of the east side o our Mall, seriously weakening the integrity of the Mall.
