The Cheviot Fieldhouse is significant as a good representative of a municipally provided recreational facility reflecting the belief that exercise and leisure were important activities that enhanced good citizenship.
Since its construction in 1936, the Cheviot growing up in this area will have some sort of association with the building and/or the site. It serves as the main focus of the city, and houses three ball fields, tennis courts, a playground and an outside shelter. The serve as a focal point for the community, a place where its citizens can come to honor those they have lost. The Fieldhouse has a gymnasium which is used for basketball and volleyball, as well as for dances, wedding receptions, dance rehearsals, and almost anything one can imagine using a hall that large for. The building has also contributed to the civic and social life of the city. On the bottom floor is a large meeting room where Civic Association (established 1944), Cheviot Fire Association (established 1912), Veterans of Foreign Wars Cheviot began as a four-block town with six streets.
It was part of the land purchased from the United States by John Cleves Symmes and was known by the Shawnee Indian name of Kuliga, "The Pretty Land." Symmes sold half of Green Township to a former land partner, Elias Boudinot of New Jersey. Symmes tried to back out of the transaction but in May of 1802, he was forced by decision of the Pennsylvania District, United States Court, to give Boudinot a deed. It may have been on Boudinot land that Cheviot was founded. The complete history of Cheviot dates back to 1796 when James Smith discovered a large spring. He built a cabin and lived there for a short while. He returned in 1812 with a family and bought some land near the spring, the largest spring in this section of town. Meanwhile, in 1800 Jacob Johnson built a two-story log house and in 1814 sold it to John Craig, Sr., who later built the Cheviot Tavern.
John Craig bought 320 acres of land that included a two story building with a balcony porch, which became an important tavern in the City. hills that separated England from Scotland.The lots were 40 by 100 feet and sold for $18.00 each. The first physician arrived in 1827. The first church was built in 1809, which was Bethel Baptist Church. In 1842 a Methodist church was built and a Presbyterian Church was organized in 1832. St. Martin's Catholic Church was founded in 1911. At one time Cheviot had two cemeteries on Harrison Avenue, with tombstones was a one room log cabin in 1818. In 1912 St. Martin's built a Catholic school and in 1926 Cheviot Public School was built. The First National Bank was established in 1907 with the Cheviot Building and Loan enjoyment. Cheviot also has Harvest Home Park, which was originally Carson's Ranch in 1805. The Harvest Home Fair originated from the celebrating of the harvest and has been sponsored by the was incorporated as a village with a population of approximately 400. Cheviot became a city in 1932 with a From early in the 1800s until around 1875, the Cheviot area served mainly as a way-station for travelers heading out to try their luck in the west and for farmers and trappers bringing their products to the Cincinnati markets (Western Hills Press 8/22/1968). In 1901, when Cheviot was incorporated as a village, it was still a farming community with a population of approximately 400.
Transformation from a rural, sparsely populated area to a residential suburb of Cincinnati was enabled by extension of the Westwood streetcar line circa 1900 from downtown Cincinnati to the heart of Cheviot at Harrison and Glenmore Avenues (still dirt roads at the time). Around 1903, many citizen campaigns were held to obtain early community improvements, resulting in extensions of gas, electric, water, and telephone service. In 1912, a volunteer fire militia was organized to serve Cheviot. In 1926, Cheviot School was opened by the Cincinnati Board of Education. All these events generated rapid growth in Cheviot. The City adopted their first zoning ordinance in 1945. In 1962 Cheviot Council sold part of the City-owned frontage next to the Fieldhouse for development of a new Cheviot Branch Library.

Between 1901 and 1932 (latter date is when Cheviot incorporated as a city), Cheviot gained a population of nearly 8,000 residents. As automobiles became more affordable, they brought additional residents to the City. Cheviot changed from a rural area to a booming suburb of houses on small lots and new streets and sidewalks. This expansion of people and houses left little land for parks and recreation needs. As people moved outwards to Cheviot in the early 1900s, the City's business district flourished with the establishment of banks, markets, and retail supplies to serve its growing population. A bank was established in 1907, the First National Bank, later taken over by the Brighton Bank and Trust Company. In 1932 it became a branch of the Central Trust Company of Cincinnati.
The Cheviot Building and Loan Company was organized in 1911. The Harvest Home Building and Loan Company was established in 1916 and a branch of the Central Fairmount Building and Loan Company was established in 1919. In 1950 Cheviot was a bustling trade center for at least 100,000 people (Times Star 10/7/1950). Cheviot is somewhat unique in that two cemeteries were located in the heart of the City. Although only one remains today - known as the Baptist Cemetery - it has been recently purchased by the City and is undergoing renovation to retain its historic character. With incorporation in 1932, the City identified recreation as a key need and in 1935 bought a plot of ground on Robb Avenue that became the site of the Fieldhouse. (See historic Sanborn map, figures 2, 3). The Cheviot Memorial Building came about through a WPA (Works Progress Administration) grant in 1936.
City leaders purchased the 9.4 acres for the recreation center from the Flanagan family for $25,000 in early 1936. It was announced in the April 3, 1936 edition of the Western Hills Press that funding was assured from the WPA. Construction began soon after and up to 200 men were on the site. Kiwanis since 1939. (Western Hills Press 4/24/1936.) From the early planning stages, a regulation football field and baseball diamond were to be included as part of the complex. Plans also called for four tennis courts and two softball diamonds. Local excitement for the facility grew as construction progressed and before its completion it was being heralded as an unparalleled recreational showpiece.
"The project, when completed, will provide Cheviot with one of the finest municipal recreation centers in the State." (Western Hills Press 9/25/1936) Michael Rebold, chairman of the Cheviot Recreation Commission, also boasted of the new recreation center, "There is nothing like it in any municipality in this section and we are hoping to have a dedication in keeping with the occasion." (Western Hills Press Initially scheduled to be completed in mid-November 1936 with the dedication to be held on Thanksgiving evening, the opening ceremonies were delayed to allow more time for the concrete floor to cure. The building was dedicated on December 11, 1936. As reported in the Western Hills Press on December 18, 1936, L.A.
Gillett, Regional Director for the WPA, announced to the crowd at the dedication that the drainage was extended 7,614 feet, 20,000 cubic yards of grading occurred, 1,600 feet of water lines, 24,000 pounds of reinforcing steel, 1,292 barrels of cement, 200 concrete blocks, and 153,000 bricks were used in the construction phase. The total construction cost was $121,549. The WPA paid $97,650 and the City paid the remaining $23,899. (See construction photo, figure I).

In the late 1940's the building became known as Cheviot Memorial Building with a nameplate being placed above the main entry. Initially the building was used for dances and sporting events grounds in the community. The flagpoles and watering fountain monuments, two of which were erected almost immediately after the grounds were completed in 1937. This shows the importance of this location as a place to gather, to remember, and to share in the social fabric of the community.
The Works Progress Administration (WPA) was created in May 1935 by Presidential order of Franklin D. Roosevelt. Congress funded it annually but did not set it up. It was the largest and most comprehensive New Deal agency, employing millions of people and affecting every locality. It continued and expanded the FERA (Federal Emergency Relief Administration) relief programs begun under President Roosevelt. The WPA 1943, it was the largest employer in the country. Only unemployed people on relief were eligible for most of its The hourly wages were the prevailing wages in the area, from $19/month to $94/ month, but workers could not work more than 20-30 hours a week. In addition to the Fieldhouse, the City had other WPA funded sewers are still functioning for Applegate and West Court, Cheviot turned over control of local sewers to the Metropolitan Sewer District in the 1960s.
By November 1938 the WPA had employed 3.3 million people. Total expenditures on WPA projects through June 1941, totaled approximately $11.4 billion. Over $4 billion was spent on highway, road, and street projects; more than $1 billion on public buildings; more than S1 billion on publicly owned or operated utilities; and another $1 billion on welfare projects including sewing projects for women, the distribution of surplus commodities, and school lunch projects. (The WPA Guide to Cincinnati, Cincinnati Historical Society, 1987) In the first six months that the WPA existed, more than 173,000 Ohioans, including both men and women, found employment through this program. More than 1,500 unemployed teachers in Ohio found work through the WPA teaching illiterate adults how to read.
In twelve separate counties, primarily in southeastern Ohio, more than 25 percent of families had at least one member working for the WPA during the late 1930s. By the end of 1938, these workers had built or improved 12,300 miles of roads and streets and constructed 636 public buildings, several hundred bridges, hundreds of athletic fields, and five fish hatcheries. WPA employees made improvements to thousands more buildings, roads, and parks within Ohio. WPA artists also painted a number of murals in Ohio post offices. (The WPA Guide to Cincinnati, Cincinnati Historical Society, 1987) The Cheviot Fieldhouse has been the setting for numerous social and civic events since it was opened in the 1930s.
As an example, the Western Hills Press reported on January 9, 1942 that the Fieldhouse was the scene CONTINUATION SHEET provided jobs and income to the unemployed during the Great Depression in the United States.It built many organizations that undertake such events. The Cheviot Memorial Fieldhouse was built in 1936 by the Works Progress Administration. Over the years, the building has served as a memorial building for the city of Cheviot. The front of the building contains a veterans memorial with two plaques containing the names of 951 Cheviot men who served in WWII. In addition, the Historical Society has surrounded the main flagpole with bricks inscribed with dedications. Currently, the building is used for public gatherings with groups such as the Cheviot Civic Association, the Cheviot fire department, the VFW, and Cheviot Seniors. The Cheviot Firemen's Association was formed in the late 1890's and at that time was actually composed of volunteer firefighters who served before the City of Cheviot was incorporated and When Cheviot was incorporated and the Fire Department became part paid and part volunteer, the club still known as the Cheviot Firemen's Association Inc. In about 1936 the City built a combination meeting hall, and gymnasium building, which was memorial services, memorial plaques and memorial placements put in service that the name, Cheviot Memorial Building was adopted, and is now so called. Our Cheviot Firemen's We can't enumerate the number of meetings, services, games and other functions that have been held and are still held at this facility.
