The roofline is flat with a solid balustrade. Over the entrance is a tall rectangular tower supporting an open octagonal ten bays by pilasters and arched third-story windows. Much of the exterior walls remain from the earlier building of 1882 which burned the front pavilion formerly projected much farther forward, the corner spaces were filled in. Part of the wall foundations are those of an even earlier building of 1837. north to south. The various county offices and departments open from this corridor.
The ground floor is substantially as it remained from window casings of public buildings of the period.
