Description of the property

Moved - Unexposed (Check One) X] Original Site The Mount Sterling Historic District is located in a small community in the southeast corner of Madison County, Ohio. Town population has always been small (1,090 in 1930; 1,536 in 1970), and agriculture has always been the basis of its economic life. The district includes the Mount Sterling town hall, the Pleasant Township hall, the Baltimore and Ohio Railroad station and several commercial buildings. Most of the buildings are of brick construction and were built during the latter half of the nineteenth century. They are all in good condition. With little real commercial activity, Mount Sterling has remained a nineteenth century community in a twentieth century world. The Mount Sterling Historic District is a pleasing cluster of well-preserved buildings which for decades have been the centers of the town's commercial and governmental life.

Mount Sterling Town Hall: Main and London Streets. The town hall, a two-story Victorian building with a mansard roof and a dominant front tower, is the focal point of the district. building is built on a stone foundation and measures approximately fifty by ninety feet. The front (north) entrance is deeply recessed in an arched opening with a transom. The windows are rectangular with double-hung sash. On the second floor the windows have pointed segmental lintels. Stone hoodmolds and sills are employed throughout along with stone belt courses in the walls to provide a contrast to the brick. The front tower on the north side is approximately twenty feet square and rises about thirty-five feet above the roof line of the building. The tower has a high slate mansard roof and gabled dormers. Originally the tower had a belfry and spire.

The building roof is also slate mansard, penetrated by gabled dormers. Brick chimneys separate the dormers on the east and west sides of the roof. The town hall's exterior is in good condition. Unfortunately, the brick has received a thick coating of paint in a process known as "New-Brie". In this treatment, the bricks are coated first with a mortar-like substance to seal them and then painted with several coats of oil-based paint. The mortar joints are then painted in, forming, supposedly, a new appear- ance similar to the original. Without question, the process does not come close to the original appearance of soft nine- teenth century brick. Fortunately it would be possible, though at great cost, to remove the "New-Brie" treatment. See continuation sheet.

The interior of the Mount Sterling town hall has fared better than the exterior. The first floor contains all offices necessary to the city government and police department. Partitions have been added as well as new lighting, but the original walls are intact. The upper floors boast an unused opera house which is still intact. The stage, seats and gallery remain in place.

The village council had intended to convert the opera house to office space, but vehement public opposition caused the admini- stration temporarily to shelve this plan. To date the opera house has not been altered. Baltimore and Ohio Railroad Station: Between Houston Street and the B&0 tracks. This single-story frame structure measures approximately twenty by sixty feet, with the longer side parallel to the track. The west end houses maintenance equipment. to this room is the operator's and agent's office, then the former passenger waiting room. At the east end is the former baggage and express room, now used for storage. The traditional bay window is at the track (north) side of the operator's and agent's office. Though still in daily use for railroad operations, the station is only in fair condition.

The clapboard siding is in need of paint, and the building has settled considerably on its foundations. The tarpaper roof appears to be sound, though it is definitely not the original. Painted yellow with black trim, the Mount Sterling station is typical of the colors and plan employed throughout the B&0 system. Abbott's Department Store Building: 40 North London Street. The two-story brick Abbott's Building was built on a stone founda- tion about 1865. The first floor front (west) consists of three storefronts which appear to be original. Each has a central entrance flanked by large windows. An outside entrance to the second-floor apartments separates two of the storefronts. The first and second floor exteriors are separated by a denticular stone cornice. The windows on the second floor are rectangular double-hung sash with stone sills.

There are ten windows across the second floor front, and each is surmounted by corbelled triangular pediments with dentils. The building has a false front extending about four feet above the roof line which supports a panelled frieze and bracketed cornice. The building is in fair condition. See continuation sheet. Continuation of description. Masonic Building: Main and London Streets. The two-story brick Masonic Building was built about 1855. The structure rests on a stone foundation and measures approximately ninety by seventy- five feet.

The principal features of the building's exterior are the arcading and the brick pilasters. The first floor of the front (west) side is marked by four arches and a storefront. The arch adjacent to the storefront, about in the middle of the facade, frames the main entrance to the building. It is a compound arch, more ornate than the others. bst ding. The doorway has double wooden doors and a rectangular transom. Paired double doors without transoms are set into the remaining arches. A wooden cornice divides the first and second floors. Brick pilasters and round-headed windows set into arched openings with keystones are the principal features of the second floor on the west. The windows have tracery in the upper portion and are double-hung sash. The south side of the Masonic Building is also arcaded on both floors.

It appears that windows have been removed from several of the arches on this side of the building. The Masonic Building, like the town hall, has received the "New-Bric" treatment. Alkire-Tenny Building: Main and Iondon Streets. The three- story brick Alkire-Tenny Building is another good example of Mount Sterling's commercial buildings. Built about 1860, the building rests on a stone foundation. The first floor contains two store fronts flanking an entrance to the upper floors. The store fronts are original; each has large windows with transoms, flanking a central recessed doorway. A stone cornice divides the exterior above the store fronts. The upper two floors, now used as a lodge hall, have rectangular double-hung sash windows. The windows have stone sills and are surmounted by decorative cornices. with the legend "Alkire-Tenny" complete the facade.

Statement of significance

Mount Sterling is the largest town in Pleasant Township, Madison County. The township was settled late in the eighteenth century by several pioneers from other parts of Madison County and Ohio. The land on which Mount Sterling is located was purchased by John 3. Smith in 1805-06. Smith was from Mount Sterling, Kentucky, and he named his new Ohio home after his birthplace. Smith surveyed and established Mount Sterling, Ohio, in 1828. On March 12, 1845, Mount Sterling became an incorporated village. Mount Sterling has been an agricultural community throughout its existence and has not had large commercial developments. Even today it retains its status as a small town located in a rich agricultural region. Buildings in Mount Sterling are mainly com- mercial and are used by small retail establishments.

The importance of the Mount Sterling Historic District is in the unchanged relationships between its principal buildings. The town hall, the railroad station and the large commercial buildings were intended when built to be the town's governmental, business and transportation centers. As such they formed a nomogeneous cluster unitied in style, plan and purpose. In the present age of decentralized living, the continuing unity of these buildings makes the Mount Sterling Historic District truly remarkable. Little is known about the town hall. The city has not been able to locate the original drawings or to discover who designed the structure. It was built as the town hall in 1883, as the legend on the front tower announces, and it was also used as an opera house until live entertainment went out of fashion.

The Masonic Building and the Alkire-Tenny Building were built by private organizations as meeting halls and sources of income from rents. Abbott's Building has apartments upstairs, providing additional revenue for the owners. Notable intrusions in the district are few. Among them are a single-story dairy bar of recent date near the B&O station, and a single-story pharmacy across the street from the town hall. Less noticeable is the single-story brick firehouse behind the hall.
