He was born and raised in the Youngstown area and, when caught up in the excitement of the Civil War, enlisted in one of the volunteer Ohio infantry brevet major. After leaving the army in 1865 he studied law, was admitted to the bar, experience, he was elected to Congress and, with the exception of one year, served candidate, William Jennings Bryan.
