The items for consideration include: change of name from Sandy House to William Kilbourn House, additional descriptive information, additional historical information, expansion of period of significance to 1820 to 1878, and additional bibliographical information.

This amendment has been prepared in conformance with guidelines issues in National Register Bulletin 16-A: How to Complete the National Register Registration Form. All other items of the original nomination should remain unchanged. Section 7, Narrative Description The William Kilbourn House (former listed as the Sandy House) is a one-and-a-half story vernacular New England Cape dwelling with additions to the north side and rear. It features original wood tongue-and-groove siding on the front and south gable end, with wood weatherboard on rear and north gable end. The tongue-and-groove siding is grooved to look like coursed ashlar stone. Many times replaced, the windows are wood true divided-pane 8-over-8 units. The house includes the original 36-foot by 20- post-and-beam frame house, with a three-bay front facade and one-bay side facades and a steeply pitched roof.

It appears the house was three rooms wide, with a central chimney. The exterior siding on the front and alley-facing sides were and remain simulate stone (similar to Mount Vernon), while the rear and north sides were clad with white pine weatherboarding. The sill plates, roof plates, beams and broad framing are 10-inch by 12-inch oak or ash timbers that were adzed flat, and the other post-and-beam framing members were sawn from local sycamore and maple trees. The joists are oak or ash and sycamore members that measure three and one-half National Park Service Section 3: which dates to 1850s, 1937,and 1939;and a tie design clean up addition in 1991.

Dublin, Franklin County, Ohio white pine. The floors on the first floor are of random width ash tongue and grooved. There is evidence that the second floor was not completed until after 1840, as the floor, knee walls, and additional floor joists for the second floor are of slightly thinner a walnut mantel in the center room, and a walnut cupboard in the northernmost room. Lath on virtually all of the first floor is of hand-split oak.

The original dry stacked limestone wall remains. The materials and construction techniques tell a story of a house that predates 1830, that was built by or for a New Englander, and near water. The use of white pine is unusual for early Franklin County, and specifically in Dublin. A shed type enclosed porch covered over the original cellar entrance in the 1850s off the northernmost room. This too had a wood shingle roof, but the shingles were circular sawn and the framing members were constructed with dimensional lumber circular sawn. Located behind the house is a large concrete block noncontributing garage of recent Section 8, Narrative Statement of Significance The Kilbourn House (formerly Sandy House) is significant under Criterion A in the area of Exploration-Settlement. It is one of the oldest extant dwellings in Dublin, Ohio, and development of the community.

Further, the property served various public functions from its construction in 1820 to 1878, including use as a law office, a court room, and a post office, and it reflects the growth of public institutions in Washington Township. construction. proportions and with circular saw marks. The interior trim found on the first floor was white pine, approximately 5-inches wide, and one-inch thick, also sawn, except for National Park Service reciprocating sawn).The wood roofing shingles (also extant) are reciprocating sawn inches by ten inches, and were cut with a water powered or horse powered reciprocating saw. The sycamore rafters measure approximately 4-inches by 4-inches.

Kilbourn became Justice of the Peace for Dublin in 1822 (History of Franklin County, by Martin, p.204), married Matilda Kilbourns had a child, Edward, August 2, 1823, who died 8/26/23 (Franklin County William died also in 1823 at his Dublin residence (Chancery Record; Early Abstracted Record, p.

252 & 254 indicates that William Kilbourn's dwelling house was on lot 103, which was valued by appraisers at $160 in 1826. Lot 137 (same size, similar location) was valued at $40 at that time. Kilbourn's estate record (#0452 in Franklin County Probate record) lists 1000 board feet of lumber, door knobs, window and bed hangings, his double carding machine and double picker, among the possessions inventoried. John Sells was known to have built houses for his children as wedding gifts, and had he built this house for his daughter and son in law, his son in law would not have had the leftover lumber, door knobs, etc, and the house would have likely was made of his wife.

Since the house was not left to Matilda Kilbourn, but was sold to settle debts of the estate (even though her father was an administrator of the executor made provision for her to receive furniture and other belongings from wood at his sawmill for his neighbors and friends on shares in History of Franklin & Pickaway Counties). Thus, if the house was built prior to marriage, the best estimate is 1820-22, or the years Kilbourn was documented as being in Dublin, Ohio up to and during the year they were married. Kilbourn's estate, but not the property.(Reference is made of John Sells sawing gone to Matilda. Kilbourn's will, however, left his estate to his siblings- no mention Sells in October, 1822 (Early Franklin County Marriages, p. 167,#2-109, Franklin National Park Service estate),presumably the house was constructed before they were married.The Section number --. record #1, pp 252-255) was purchased by William Kilbourn, Esq. some time between 1819 and 1822. Kilbourn ran a wool carding business at Daniel Wright's oil mill County Bible Records, DAR, p. 179, and Sells Family Bible Record, p.1). Wills, 1805-31, p. 35, shows date of petition to court as 11/8/1823) Chancery National Park Service National Register of Historic Places William Kilbourn House (Sandy House) Dublin, Franklin County, Ohio HISTORICAL INFORMATION The house was likely used to hear court cases during Kilbourn's tenure as Justice of the Peace, since there were only a handful of dwellings extant in Dublin then. After Kilbourn John Sells retransferred the property to Kilbourn in 1824, then in 1825, he again transferred the property, but this time to Kilbourn's heirs (Franklin County Deed Index).

Finally, in 1826, they were reappraised at S160 for lot #103 and its dwelling house, and $40 for lot # 137 (all per Chancery Record, pp 252, 254), then auctioned to Rev. Isaac N Walter, itinerant minister in the Christian Church, in September, 1826.

Lot #103 is the first documented dwelling place owned by Walter in Dublin, and the location he apparently lived and worked while Dublin's 3rd Postmaster (History of Franklin County by Martin) 1828-31, since he owned the property from 1826-1831 Eberly purchased it in 1867 and later became postmaster) in part because there were so few other buildings, and in part because there are some curious discoloration patterns on Walter is a significant figure in early Dublin history, having at one time or another built or owned several early Dublin houses, and was a long standing Dublin resident throughout the many years of his travels as a circuit rider in the Church. Walter sold lot #103 to Ruth in 1846, who sold it to his son Nathaniel in 1853 (Franklin Co. Deed Index). Andrew Lytle purchased the property from Nathaniel in 1854, then sold it to long time Dubliner James Sandy in 1856.

After Sandy's death in 1864, Sandy's wife sold the property to Henry Thomas Eberly in 1867, whereupon it served as home to three generations of local served as postmaster, and the old postmaster's desk remains in the Eberly family.
