Historical significance (include explanation of themes checked above) The Memorial Hall Library was built in 1873 for the dual purposes of a public library (the first in Andover) and Civil War memorial. The building as designed by J.F. Eaton and built by Abbott & Jenkins had a mansard roof; the present Classical Revival alterations were the work of Shepley, Bulfinch, Richardson and Abbot in 1927. The idea for a memorial hall began in 1870 with manufacturer John Smith of Smith & Dove, who was also active in the establishment of the Pree Christian Church and in the Underground Railway in Andover.
With his partners Peter Smith and John Dove, Smith pledged a total of nearly $40,000, to be matched by public subscription: The building opened on May 1, 1873 with Ballard Holt 2d (of 89 Prospect Rd) as the first librarian. The second floor meeting hall is maintained as a Civil War memorial. The bold Victorian details of the original building were radically transformed by the simple replacement of the roof, entrance portico and window sash and addition of a cupola. Classical simplicity has replaced the building*s originaly energetic articulation and dominates the busy Blm Square intersection.
Memorial Hall Library is significant (1) for its cultural role as a Civil War memorial and as the town's first public library; (2) for its associations with three prominent manufacturers who benefited the building's construction; and (3) as an example of a prevailing architectural trend to "colonialize" Victorian architecture; architectect for both phases of construction are known. The property retains integrity of materials, workmanship, and setting, and meets Criteria A, B, and C of the National Register. 10.
