Themes (check as many as applicable) Town Hall is significant (1) as a symbol of the political division and incorporation of the Town of Andover; (2) for its important civic role throughout later town history; and (3) as a good example of the early Romanesqae Revival style as built by a noted industrial architect. The property retains integrity of design, materials, workmanship, and setting, it meets Criteria A, B, and C of the National Register. 9. Historical significance (include explanation of themes checked above) Andover's first town meetings after its legal separation from North Andover in 1855 were held in the furniture warerooms of Henry F. Barnard. The building of Town Hall was proposed in 1856, and the structure was completed in 1858. On March 7, 1859, the first town meeting was held in the new hall.
The building committee which supervised construction contained some of Andover's most prominent citizens, two of whom were professional builders: manufacturers Peter Smith and John Dove, Nathaniel Swift, and builders Jacob Chickering and William S. Jenkins. Theodore Voelkers of Boston was the architect; Abbott & Clement of Andover, the builders. Iotal cost for the land and building was about $14,500. The building conmittee was commended for the "substantial, beautiful, and conmodious Town House... an honor to themselves and the town." This relatively modest hall bears a striking similarity to mill architecture of the period. Town Hall visually emphasizes the great prosperity of Andover's factories at this period, and perhaps not coincidentally given the make-up of the building conmittee, the architect was well-known for his mill designs.
The simple mass with its gable roof and flat planes is unpretentious, but it is also an excellent period piece. A dynamic pattern of arched motifs in doorway, windows, relieving arches, and corbeling forms the dominant architectural interest. 10.
