Historical significance (include explanation of themes checked above) 19 Elm Street constitutes the only documented residence designed by Pichard Upjohn in Taunton. It was built in 1852-53 for W.W. Fairbanks.
Its major local significance, arises irom its link with its subsequent owners-Abiatver Fing Williams, a textile manufacturer and businessman descended from early Weir Village captain Abiathar Williams, who lived here from 1865-1890, and Edward Lovering, president of Whittetton Mills, who resided in it from 1910-1940. Description: The Italianate structure is arranged in a formal I-shaped plan with a boldly projecting central pavilion. Intrances, with double-leaved doors and set in segmental-arched surrounds, flank the central pavilion and are shielded by porches that are defined by an arcade of stilted segmental arches set on posts. Regularly-spaced 6/6 sash windows are set under peaked, pedimented hoods mounted on feet. by a box cornice set with large blocks.

The Fairbanks-Williams House possesses integrity of location, design, setting, materials, workmanship and association.
