Historical significance (include explanation of themes checked above) Monumentally-scaled and constructed of coursed and uncoursed stone blocks, 15-17 Plain St. is one of the outstanding architectural elements of Weir Village and an extraordinary example of Greek Revival design. It and the "Stone Cottage" at 66 Winthrop St. are the only standing residential structures built of stone that date from the Greek Revival Period in the city.
The building was built in 1847 as a hostelry for sailors and others in the sea merchant trade and was financed by G.W. Williams, prominent Weir landowner and scion of the Williams family, early brick manufacturers. Declaring bankruptcy in 1867, Williams sold the structure to another prominent Weir industrialist, William H. Phiflips, who operated a successful shipping and coal operation in partnership with Sylvanus N. Staples (Staples & Phillips.) Description: The broad-gabled, central hall structure is 23 stories tall. Itscoursed'stone facade has a l-story porch with square granite piers. Iwo entrances, occupying the interior bays of the facade, are framed by narrow, partial sidelights. 2/1 sash windows are regularly placed throughout the structure and are capped by stone lintels. A central gable window terminates in a round-arched transom with intersecting tracery. 10.
