In May of 1946 I was attorney for the Central Ohio Railfans Association, an unincorporated voluntary association, when John Galloway a member of the Eastern Ohio Chapter of the National Railway Historical Society proposed to donate Ohio Public Service car no. 21 to our association if we would pay for shipping it from Oak Harbor, Ohio to Columbus, Ohio, we agreed and on May 20, 1946 the car arrived in The Central Ohio Railfans Association was subsequently incorporated as a non-profit corporation and has since operated the Ohio Railway Museum.
