Creeks were over their banks. A trailer park located on old Route 17 flooded. An hour later also in Windsor, numerous roads were washed out. State Highway 17 was flooded and closed in one direction between exits 79 and 80. A woman had to be rescued on Ostrander Road from a partially submerged car. The trailer park was completely inundated with water. Some of the trailers had water in the first floors. Rainfall amounts were 3 to 4 inches.
