“The Ouachita Avenue Historic District encompasses a commercial and residential district south of Bathhouse Row in downtown Hot Springs, Arkansas. It includes an area of three square blocks bounded by Ouachita Avenue, Orange and Olive Streets, and Central Avenue.”
