Explain contributing and noncontributing resources NPS Form 10-900-a (Rev. 8/2002) OMB No. 1024-0018 (Expires 5-31-2012) United States Department of the Interior Franklin Hotel National Park Service Portage County, Ohio National Register of Historic Places Continuation Sheet Section number 7 Page 1 Narrative Description Located at 176 East Main Street, the Hotel Franklin is in the central commercial district of Kent, Depeyster Street. The hotel was designed by H.L. Stevens and Company in the Neo-Classical H.L. Stevens' hotels. The floors are flat plate reinforced concrete slabs supported by reinforced high end, the northwest corner at the low end.

The building's exterior features classical marble and plaster finishes. This space, as with most of the interior, has suffered from neglect, deterioration, and has been stripped of its finishes. To the west of the Hotel is new construction built in 2009, which blends nicely among the historic buildings that line East Main Street. The buildings to the west of the hotel are mostly what is considered Kent's downtown or central business district. frontage along Main is 80 feet. The base of the north elevation is composed of a stone water barber occupied the basement. It lies at the parapet level, which is decorated with stone panels at each bay. The cornice has dentils with the flower motif in the recessed areas between the dentils. The nomination is being returned because the Franklin Hotel does not meet Criterion B. The nomination does establish the historic importance of the hotel under Criterion A for its role in the community's planning The nomination claims that the Franklin Hotel meets National Register Criterion B for its association with the 210 Members of the Kent Hotel Company responsible for the hotel's specific events associated with those persons.

Policy guidance on this issue, found in the National Register Bulletin, Guidelines for Evaluating and Documenting Properties Associated with Significant Persons, provides that in instances where it is not possible to pinpoint the specific significance of individuals because the significance rests more in the cumulative importance of the collection of prominent citizens, then National Register Criterion A is more appropriate because the property reflects the broad patterns of history rather than that of specified individuals It is recommended that the nomination be revised to delete all references to Criterion B (and that the Members of the Kent Hotel Company be deleted from the box for Significant Person). For Criterion B the members of the Kent Hotel Company are being recognized collectively for the group's significant role in the development and promotion of the Franklin Hotel within the commercial and social history of Kent, Ohio.
