We discussed the project during phone conversations on May 25, 2005 and May 26, 2005. The Fiscal Year 2005 Interior Appropriation Act earmarked funds through the Save America's Treasures program to assist in the project. As you requested during our phone conversations, the Ohio Historic Preservation Office offers the following comments regarding the project pursuant to Section 106 of the National Historic Preservation Act of 1966, as amended, and the associated regulations at 36 CFR Part 800. In a letter dated February 3, 2005, the National Park Service made a finding of "no adverse effect" for this project, provided that three conditions were met. The letter from NPS did not contain a description of the undertaking or any information about the Barnett-Hoover Log House. A search of our records reveals that the property is individually listed in the National Register of Historic Places.

Because the grantee, the University of Akron - Wayne College, has yet to fulfill the first condition stated in your letter - submission of full project plans and specifications to OHPO and to NPS - the scope of the proposed On May 25, 2005, I conducted a site visit for this project after receiving information that suggested the Barnett-Hoover Log House. Exterior siding had been removed, as had all chinking and interior plaster. Foam insulation had been installed between the logs on the northwest corner of the 1818 main block and insulation had been installed in the attic rafters of the 1833 ell. In addition, the frame lean-to addition at the south end of the building had been removed and replaced by a new frame addition that envelopes the framed on the second floor of the main block.

The land around the house had been heavily disturbed by construction traffic and the installation of utility trenches. I have enclosed photographs documenting current conditions at the Barnett-Hoover Log House as of May 25, 2005. Comparing the existing conditions at the Barnett-Hoover Log House to the historic conditions described in the National Register of Historic Places nomination for the property, I am concerned that the ongoing rehabilitation of the building may not be consistent with the Secretary of the Interior's Standards for Rehabilitation. Therefore, I am unable to concur with the National Park Service's conditional no adverse effect finding at this time.
