Phillips House is signifiCant for its association with the town's mid- 19th century real estate development and its adaptation of the Italianate to the familiar gable-front form. It meets National Register criteria A and C at the local level and retains integrity of setting, location, materials, workmanship, design, feeling, and association. The boundaries indicated on the attached assessors map are those of current ownership.
ARCHITECTURAL SIGNIFICANCE Describe important architectural features and evaluate in terms of other buildings within the community. This house, built on an L-plan, is somewhat unusual for the location of its entrance on the side adjoining the ell, rather than on a facade facing the street. Following a pattern often seen in Central Massachusetts Italianate houses, the main body of the house is three bays wide and one room deep. Other Italianate details seen here are the broad eaves with frieze and paired brackets, gabie returns and round arched windows in the gables. The house is well preserved, still retaining its original window sash and the shutters, which are an important decorative feature.
HISTORICAL SIGNIFICANCE Explain the role owners played in local or state history and how the butlding relates to the de slreeent no thacVIntotStreet in 1870, was one of the first areas This section of Dresser Street, to be developed south of Main Street and east of Elm Street. The first houses to be built here appeared on the north side of the street on the 1870 atlas. By 1879 both sides of the street had been developed as far as a short distance west of Chapin Street. Most of the houses on this section of Dresser Street today date from this period of construction. Both middle and upper-middle income houses appeared here during this initial development of the - street. To the east of the Phillips house are small middle class cottages. To the west originally stood the larger homes of Hiram C. and George W. Wells of the American Optical Company.
Both the cottages and the Wells houses were contemporary to this house. The Phillips House was built by E. M. Phillips, an insurance agent, who had his office in the Ammidown Block on Main Street. The house was later occupied, during the first two or three decades of the 20th century, by Herbert E. Wells, son of Hiram C. Wells. It later was used ( 1930's-1940's ) by American Optical Company as housing for its employees.
