The house retains integrity of location, setting, design, materials, workmanship, feeling; and association and meets criterion C of the NRHP on the local level.

ARCHITECTURAL SIGNIFICANCE Describe important architectural features and evaluate in terms of other buildings within the community. This is one of the most exuberant nueen Anne houses in Wakefield. Rather than picking and choosing among motifs and architectural elements, the designer of this house used practically everything available to give a visually active exterior and interesting interior volumn to the building. Both Shingle style and Queen Anne style are used. Under the hipped roof, the Shingle Style elements are the rounded, single-covered forms: the dormer roof, the shingled brackets, the projected or recessed rounded bays. Queen Anne are the south and west porches with their arched openings and sunburst spandrel designs. The floral relief on the porch pediment and the use of stained glass windows are Queen Anne elements intended to add tactile and coloristic complexity.

HISTORICAL SIGNIFICANCE Explain the role owners played in local or state history and how the building relates to the development of the community. Avon Street was laid out in 1848 on the land of Lemuel Sweetser by his heirs. It did not get built up densely all at once, but a few houses in the 1850s were joined each decade by several more. This house was built in the late 1880s on a lot owned by Oliver Perkins who was a dealer in provisions and lived elsewhere on Avon Street. Perkins became a rather substantial landowner in Wakefield Park buying and selling property on the West Side as it developed.
