It is significant example of the residences that made up the multi-family, middle-class, streetcar suburb that developed along the Lincoln Street axis in the early 20th century. It is also an unusually well-preserved and well- detailed example of the use of Colonial Revival details in period three-decker construction.
The Massad Three-Decker thus meers criteria A and Cof the National Register of Historic Places on the local level. ARCHITECTURAL SIGNIFICANCE Describe important architectural features and evaluate in terms of other buildings within the community. Architecturally, 14 Harlow Street is a remarkably well-preserved, well- detailed example, representative of the Colonial Revival style three-deckers popular locally in the early 20th century. The house has a typical side-hall plan, and is clad in wood clapboard, with wood shingle bands between stories. It has a hip roof with modillion blocks in the cornice overhang. The asymmetrical main facade has an entry bay with a recessed, three-tier porch supported by Tuscan columns, and notable for its doubla arch openings with keystones and central pendants. The porch is flanked by a three-story bay window.
The main entry door contains a full-length elliptical light. Windows have 2/1 sash with simple surrounds. HISTORICAL SIGNIFICANCE Explain the role owners played in local or state history and how the building relates to the development of the community. The Massad Three-Decker was built in the northern part of the Lincoln Street area, ca. 1912, when the area was developing as a modestly fashionable, middle-class, streetcar suburb. Many neighborhood residents commuted to downtown jobs; most were employed in white collar or skilled blue collar positions. The first owner of 14 Harlow Street was Anthony Massad, proprietor of the Exchange Hotel in downtown Worcester. Early tenants (1916) included Carl Holm, a meter reader; Clifford Adams, a linotyper; Thomas Harris, a clerk at American Steel and Wire; and Charles Heller, a dry goods buyer downtown.
By 1920, the owner of the house was Michael Deviny, a manufacturing engineer, who lived here. Tenants in 1920 included James Healey, a policeman; and William Duffy, a railroad brakeman.
