The Route No. 1 Overton-Lake Mead Road contributed significantly to National Park Service development of the Lake Mead National Recreation Area beginning in Stone masonry culvert headwalls along the road exemplify rustic style qualities specified by the National Park Service and adopted by the Bureau of Public Roads in the late for road features in national parks. Report Prepared By: Kurt Schweigert Associated Cultural Resource Experts (ACRE) Littleton, Colorado Date: September ROUTE NO. 1 OVERTON-LAKE MEAD ROAD, CULVERTS AND HEADWALLS (Northshore Road, Overton Beach Access Road) HAER No. NV-40-A Page 2 I. Description Route No. 1 Overton-Lake Mead Road (Route No.

1) was constructed in to provide access to Overton Beach, a recreation facility within the Boulder Dam Recreation Area (now the Lake Mead National Recreation Area). The documented portion of Route No. 1 extends from Overton Beach southwestward and then northwestward about 6.2 miles to the boundary of the Lake Mead National Recreation Area. The documented road segment includes 76 pipe culverts, 72 of which were built in as original features of the road and retain at least one stone-and-concrete masomy headwall.

A culvert is defined as "an enclosed channel serving as a continuation of and a substitute for an open stream wherever that stream meets an artificial barrier, such as a roadway embankment" (Armco The three general culvert types, based on the shape of the opening, are arched, box, and round or pipe culverts. The most economical type to install is the pipe culvert, often termed "common," which can be constructed with or without headwalls. Headwalls anchor the culvert pipe and protect the embankment from erosion (Armco Headwalls may be on the upslope or inlet end of the culvert, the outlet end, or both ends. All culverts within the recorded segment of Route No.

1 are pipe culverts, and all remaining original culverts had headwalls on both inlet and outlet ends (National Park Service Route No. 1 was constructed by the Bureau of Public Roads which developed specifications for four types of stone masomy headwalls for pipe culverts in (Bureau of Public Roads 1933a, Culvert headwalls within the recorded segment of the road conform to three of the four BPR standard masomy headwall types: straight, winged, and special. Two L-shaped headwalls (the fourth BPR standard type) were shown on the plans for Route No. 1, but neither of the L-shaped headwalls appears to have been constructed. All original headwalls along Route No.

1 are oriented with long axis parallel to the road edge, but some culverts were skewed to follow drainage channels that are not perpendicular to the road centerline, so that the outlet headwalls of some culverts are not directly across the road from the inlet headwalls. One hundred thirty-eight rubble stone masomy headwalls are known to exist within the documented segment of Route No. 1, and at least three additional headwalls may be entirely buried. Many of the recorded headwalls are partly buried, and one culvert is within an extremely dangerous erosion setting, so that accurate measurement of one or more dimensions of some headwalls is not available. II. Architectural and Engineering Information Straight Headwalls Straight headwalls are the simplest and most prevalent type on Route No.

1 (67 headwalls); these structures each have a rectangular-shaped face with a single culvert pipe encased near the bottom-center of the headwall. Straight headwalls range from 40" to 97" long average for 65 headwalls measured for length). Tops of straight headwalls average in width, and range from 10" to 21" in width (58 headwalls measured for width). Sixty- four measured straight headwalls range from 14" to 54" and average in height. However, the height for all headwalls was measured from the lowest visible extent of the headwall to the top of the headwall, and the bottoms of most headwalls are buried to varying extent.

Fully or nearly-fully exposed straight headwalls range in height from 36" to with height generally proportional to the length of the wall and/or relative size and sharpness of incision of the drainage channel served by the culvert. The straight headwalls serve relatively small culverts, either 18" or 24" diameter steel or clay tile pipes. Recorded information for Route No. 1 straight and special style headwalls is presented in Table 1 below. ROUTE NO. 1 OVERTON-LAKE MEAD ROAD, CULVERTS AND HEADWALLS (Northshore Road, Overton Beach Access Road) HAER No. NV-40-A Page 3 Special Headwalls Forty-nine special type stone masonry headwalls exist within the documented portion of Route No. 1.

Special headwalls have a flat face and differ from straight headwalls primarily by having a stone-and-concrete footing that extends outward slightly from the base of the headwall face. Special headwalls were used for both inlet and outlet ends of culverts, but the additional support provided by the footing was especially needed on the outlet ends of culverts. Thirty-five of the 49 documented special headwalls are located on the outlet or down slope ends of culverts. Like straight headwalls on Route No. 1, special headwalls anchor relatively small steel and clay tile culvert pipes of 18" and 24" diameter.

Special headwalls range from 40" to 94" long average for 47 measured special headwalls), 12" to 22" wide at top average for 40 headwalls), and 12" to 52" high from lowest visible level to top of headwall average for 47 headwalls measured). Most special headwalls are partly buried; three fully-exposed special headwalls are and 45" high respectively from bottom of footing to top of headwall. One special outlet headwall has a small area of poured concrete down slope from the headwall; this concrete may represent a small run-off apron or simply a dump of waste concrete left over from construction of the headwall. Special type headwalls are listed in Table 1 below. Winged Headwalls Twenty-two original stone-masonry winged headwalls are within the documented portion of Route No. 1.

Similar to straight headwalls, winged headwalls have a flat face that anchors culvert pipes, but winged headwalls also have two oblique walls or wings that direct water flow and help prevent slope erosion. Winged headwalls are primarily located on relatively wide drainage channels, and winged headwalls serve double-pipe culverts at three locations. Culvert pipes in winged headwalls are larger than those in straight headwalls and most special headwalls; steel and clay tile pipes anchored by winged headwalls range from 30" to 48" in diameter. Winged headwalls are the largest headwall structures on Route No. 1.

Straight sections of winged headwalls range from 60" to long average for all 22 winged headwalls), from 13" to 20" wide at top average for 16 measured headwalls), and 36" to 66" high average for 21 measured headwalls). Headwall wings step down away from the straight sections; headwall wings range from 32" to 76" long average for 21 measured wings), 25" to 52" high average for 20 measured wings), and are the same width as the adjoining straight sections. At eight locations, winged outlet headwalls have run-off aprons that extend down slope from the headwalls to protect the headwalls from erosion under-cutting. The stone and concrete aprons range from 35" to long average for 8 aprons) and 26" to wide average for 8 aprons).

Table 2 below contains information on winged headwalls and associated aprons. All of the stone masonry headwalls were constructed oflocally obtained stone that was quarry-finished into blocks or slabs of various sizes. Stone was laid with concrete mortar, joints were tucked, and the headwalls were completed without distinct caps. Stone for the headwalls was obtained from an initial quarry at an unknown location and a second quarry in the Valley of Fire (Cassell and slight variation exists among headwalls constructed of stone from the two quarries. Stone from the initial quarry is mostly limestone typically cut into nearly square block shapes. Stone from the Valley of Fire quarry is dark red sandstone typically cut into slabs that are narrower than the blocks from the initial quarry.

From Overton Beach southwestward about 1.5 miles, headwalls are mostly limestone from the initial quarry. From 1.5 miles to 2.3 miles southwest of Overton Beach, headwalls contain a mixture of stone from both quarries, and headwalls from the latter point to the end of the documented segment of Route No. 1 contain only red sandstone from the Valley of Fire quarry. The sandstone headwalls have more clearly defined layers of stone than do the headwalls with limestone or mixed stone, and the sandstones are generally long and narrow, giving the headwalls a more finished appearance. Sandstone is set so that striations are both horizontal and vertical in different stones of the some headwalls. The ROUTE NO.

1 OVERTON-LAKE MEAD ROAD, CULVERTS AND HEADWALLS (Northshore Road, Overton Beach Access Road) HAER No. NV-40-A Page4 sandstone weathered more easily than the stone of the quarry. The headwalls on the south or upslope side of the road in the badlands area near the near Overton Beach are the most highly eroded; in some headwalls the soft sandstone has eroded significantly, leaving extruding mortar seams and giving the headwall a honey-combed appearance. Pipes in 64 original culverts are corrugated steel sections in diameters from 24" to Sixty-one of these culverts have single pipes, and three culverts have two pipes anchored by winged and special headwalls. Steel pipes installed in had a bituminous (tar) coating which is still evident on some exposed steel pipes.

Eight consecutive culverts have vitrified clay tile pipes. Seven of the latter culverts have single, 18" diameter pipes, and the eighth culvert has two 30" diameter tile pipes anchored by winged headwalls. The clay tile pipes are indicated on original plans for the road but the reason for using clay tile pipes instead of steel pipes is not indicated in the plans. The segment of the road containing the clay tile pipes is not significantly different from other segments where steel pipes were installed. At least 16 stone masonry headwalls have been removed or buried since 193 8. Several of these changes occurred in February or early March as a result ofrecord rainfall and flooding, which resulted in need to stabilize the road grade in areas and to replace some culverts.

However, at the extreme eastern end of the recorded segment of Route No. 1 near Overton Beach, two culverts were entirely replaced and a third partly replaced prior to the flooding episode. Original stone headwalls known to have been removed or replaced since are listed in Table 3 below. If built according to the 193 7 plans, one additional culvert has been removed from a location near the intersection of the Overton Beach Access Road and North Shore Road; this area now has multiple culvert pipes beneath a rebuilt segment of highway that originally was served by a low-water crossing. III. Historical Information All of the stone masonry culvert headwalls were constructed in by a contractor for the Bureau of Public Roads. Construction of Route No.

1 is extensively discussed in the Historical Data section ofHAER-NV-40. IV. Project Information This documentation has been prepared at the request of the National Park Service, Lake Mead National Recreation Area. In NPS and the Nevada State Historic Preservation Office (NV-SHPO) agreed that repair or maintenance could adversely affect historic drainage structures along Route No. 1. A Memorandum of Agreement (MOA) between NPS and NV-SHPO stipulated that HAER documentation would be accomplished for features along Route No. 1 prior to reconstruction of the road. This HAER documentation partially fulfills requirements of the MOA.

This documentation was accomplished by Associated Cultural Resource Experts (ACRE) under provisions of a task order issued by the National Park Service to Scientific Applications International Corporation (SAIC). Kurt P. Schweigert of ACRE was Principal Investigator and prepared the second draft and final documentation packages. Douglas M. Edwards and Kurt P. Schweigert of ACRE were the photographers, and Peggy Beedle of ACRE accomplished most of the research and initial field documentation. Melissa Johnson of ACRE assisted in field documentation and photography. Field documentation and photography were accomplished in February and February This documentation was based in part on three previous field surveys of drainage features and survey monuments along Route No.
