Report of a business flooded in Masury with 4 ft. of water in the basement. Additional flooding in Niles and Girard both due to overland rainfall and snow melt, but also flooding of the Mahoning River and backwater flooding of Meander Creek. Meander Creek closed South Main Street and McKees Lane in Niles. Eight residences in Girard reported basement flooding away from the river, with additional flooded residences near the river. Additional flooded streets reported in Hubbard and Warren, where two water rescues were performed after cars drove into the flooded roadways.

These high rainfall rates overwhelmed local storm drains resulting in some flooding of three low lying businesses and the basement of one home. One business had significant flooding in the basement, the other two had minor flooding of an inch or less to their first floor. It was reported that blocked storm drains exasperated the flood damages.
