The Tillman Building was the first building erected after Rock Hill was chosen as the permanent site for Wtathrop College. Winthrop Normal and Industrial College of South Carolina was the first state-supported college for women in South Carolina, with a goal to provide trained teachers for South Carolina schools and to offer industrial education for women. A central square tower with an open belfry, clock deck, and semicircular arches is located on the left elevation. The interior of Tillman Hall features finely detailed woodwork and ornamental plaster work on all levels.

A dominant features of the dining hall, known as McBryde Cafeteria, in the rear of the main building is the decorative wood trusses. The building was built, using convict labor from the state penitentiary. The stocks, located in the basement, were used to discipline unruly convicts.
