Tropical Storm Harvey moved into Cameron Parish with most sustained storm force winds confined to the coastal areas, however wind gusts of 35 to 45 mph were experienced well inland. These gusty winds combined with saturated soils produced conditions that allowed some trees to fall. One fell on a vehicle traveling along FM 777 near Jasper killing 2 occupants. The driver died instantly while the passenger a couple house later.
Large hail fell in and to the west of Jasper as a slow moving storm moved north toward Sam Rayburn Reservoir. Numerous vehicles and roof tops were damaged.
Two day rain totals of 12 to 16 inches resulted in long duration flooding across portions of Jasper County. The hardest hit areas were just south of Jasper to the Tyler County line, where roads were flooded.
Minor roof damage occurred to a restaurant on Highway 96. The roof of a daycare center in CR 261 was damaged and playground equipment was thrown through a fence. A nearby metal roof was blown off a barn.
Around five inches of rain fell in less than an hour, resulting in deep water over Highway 96 on the north side of Jasper. Minor damage to the road occurred.
KJAS radio station reported numerous trees and power lines blown down in southern Jasper on Shady Lane and South Wheeler Street. One tree was blown onto a car. Widespread power outages were reported across Jasper.
Heavy rain moved into Jasper County early in the morning of the 31st. Flooding was reported along County Road 784 near Buna by 7 AM. Numerous roads were reported flooded through the rest of the morning in different sections of the county with some being impassable especially at low water crossings. A COCORAHS report from near Kirbyville reported 7 inches of rain during the morning.
