The building is 4-stories from the rusticated stone basement to the Each facade has a projecting central bay which ends in a gabled wall The mansard roof, in addition to the tower roofs and wall dormers, is of the central bay. A central square, wooden tower, 150 feet tall, has louvered panels, port-hole windows, and clock dial on each of its four sides. The tower is surmounted by a figure of justice. In recent years the interior of the building has been altered by the addition of an elevator and a fourth floor in the attic space. The exterior is altered only by new doors at the portico entrances and in many of the windows.

necessary public offices. This was not until 1834. Its county seat was fixed at Napoleon. The 1st courthouse was in the second floor of a log addition to to the county. By 1844 there was sufficient funds to build a frame courthouse at the corner of Perry & Washington Streets. It was built at a cost of $2,000 and, unfortunately, burned to the ground in 1847. All county records were lost. The donation of land in 1849 lead to the building of a new courthouse and a separate building to house the jail. The small brick structure with its impressive entrance of white pillars, bell tower and spire, was also destroyed by fire about 1878. Karst and William Woodruff completed the building in 1882. "It stands on the corner of Perry and Washington Street, the site of the first frame courthouse.y The cost was $79,825.
