Description Condition excellent X good fair deteriorated ruins unexposed Ware Town Hall, Ware, Massachusetts Check one unaltered X altered as noted Check one X original site moved date Describe the present and original (if known) physical appearance Located on the southeast corner of Main and West Streets, on one of Ware Village's two main intersections, the Ware Town Hall is a square-towered red brick and stone Romanesque Revival structure originally constructed in 1885-1886. A secondary entrance and stair tower added on the west side in 1904 were designed by the same architectural firm as the original structure, and are closely compatible with it. A 1935 fire burned out the rear of the building, which was rebuilt with a rear addition, again in a closely compatible style.
ME 03 n5oiio girbasTe 900100 903 The plan of the building is an elaborate rectangle dominated by the tall; steeplyroofed square tower at the right front. V. The main block of the building is capped by a steep hip-and-ridge roof; it is 1 1/2 stories talli on the front elevation, with the basementlevel fully exposed at the rear of the sloping lot.Originally the building extended only as far as the right side bow bay; in the 1935 rebuilding the structure was extended by approximately 40 feet. Part of the addition is contained under an extension of the original roof, and part - a shallow two-story section - under a flat roof with a metal balcony. The red brickstructural fabric is richly ornamented with reddish sandstone and decorative brick. The Romanesque Revival style betrays a strong Richardsonian influence in the 1ow-arched doorways and in the rugged treatment of the surface.
The fenestration is dominated by tall, broad, round-arched multi-light windows which penetrate the side elevations and light the main floor auditorium. Rectangular windows also occur, particularly on the basement office level. Stone window hoods, sills, and other elements of trim are rock-faced and deeply-outset. Panels of unglazed stretcher bricks, tripled and laid up in checkerboard fashion below the windows and above the main entrance are other significant details, along with eyebrow roof dormers and copper cupola roof fittings replaced in 1935. The elaborations to the basic rectangularity of the plan include the following elements, with dates indicated. a) Left front: one story semi-circular bay with half-conical 1913 fenestrated but opened as an entrance early in this century.
photograph of the building shows the bay in its present form, so it may have been an undocumented part of the 1904 alterations. b) Center front: recessed main entrance; two pairs of double doors behind a Tow Richardsonian arch, with original woodwork, multi-light transoms, and earlylight fixtures; entrance is surmounted by decorative brick panel and a steep parapeted gable with triple windows and stone trim. Entrance contains pairs of double doors recessed behind low segmental arch, and is approached by parapeted curving stair. e) right side center: outset entrance and porte cochere, adjoining one-story bow bay (originally two-story; upper story lost in 1935 fire). * in 1935 tire). Right side rear: shallow outset Police department entrance one-story square outset bay surmounted by metal balcony, on 193rand addition. The interior of the Town Hall is dominated by a large open hall on the main floor. The hall was largely gutted by fire in 1935, and except from some surviving woodwork in the rear, the interior dates from the rebuilding carried out in that year. The hall is lighted by the large round-arched windows noted above, four on the east side and three on the west.
Seating capacity was reported in 1886 to be 767, including 219 in the north end gallery; space for an additional 200 persons was added when the building was enlarged in 1935. A deep stage and dressing rooms are at the south end of the hall. Woodwork includes beamed ceilings, beaded wainscoting, and a smoothly finished double proscenium arch surmounted by a bas-relief town seal. The hall is equipped with double wooden folding chairs. The basement level of the building, which contains town offices and a courtroom, has undergone substantial alteration and possesses little historic integrity. 8. The Ware Town Hall is architecturally and historically significant as an excellent local example of the town hall form, with its hierarchy of public meeting space and administrative offices, handsomely rendered in the late 19th century Romanesque Revival style.
in 1885-1886 from plans by the Boston firm of Hartwell & Richardson, the red brick and sandstone building received a highly compatible addition designed by the same firm in 1904 and a sensitive rear extension designed after 1935 by a local architect Thomas E. Madigan. As the exterior and the main hall maintain very good integrity of material and design, the Town Hall is able to express with considerable effectiveness not only the aesthetic values of the late, Richardson-influenced Romanesque style, but also the persistent importance of participatory local government in New England town life. For these reasons the Ware Town Hall is nominated to the National Register on the basis of criterion C, as it embodies distinctive characteristics of a type, period, or method of construction; and criterion A, as it is associated with events significant to the local past.
In 18th century Ware, the town meetings that governed local affairs were held in the First Congregational Meetinghouse at Ware Center. This community, several miles west of, the modern population center, grew up around the 1750 church; it was the geographical, political, and population center of the town through the early 19th century.However, when large-scale manufacturing replaced the former small mills at the falls of the Ware River in the 1820s town embarked on a period of growth which continued through the rest of the century. By 1850, the social and economic centrality of Ware Center was completely eclipsed. The first institutional evidence of this shift was the construction of the East Congregational Church in the Factory Village in 1826. In 1847, the first town hall was built in the village, on the site of the present structure.
In 1867, the first town hall was destroyed by fire, and until 1886, when the second was put into service, town meetings were held at Music Hall In1 the Boston architectural partnership of H.W. Hartwel! and William C. Richardson, noted for their public buildings chroughout Massachusetts, was engaged to design a new hall. H.P. Cumminas Construction Company, a local building concern with a regional reputation, carried out the $40,000 project; they were also the contractor for subsequent additions. These additions were spurred by necessity. The elaborate right side entrances and stairtower, added in 1904, were a direct response to a requirement by the Commonwealth that a hall used for theatrical productions contain more exits Continued 9. However, both projects were planned to insure a high degree of compatibility with the original structure.
The integrity of the whole can be described as very good, particularly in the 1ocal context; Ware's Main street has undergone considerable alteration, and the Town Hall, together with the roughly contemporary public library a block and a half east, makes an exceptional contribution to the historic streetscape of the village.
