It is the only largely intact building from that era still standing in Kilgore that reflects the origins of a portion of that community's Carroll County was organized in 1832 from parts of Columbiana, Stark, Jefferson, Harrison, and Tuscarawas counties. Originally, the area had been part of the initial Seven Ranges surveyed and opened for settlement under the Land Ordinance of 1785.
Since its organization, Carroll County has retained a strong rural character. Besides agriculture, coal mining, oil drilling, and other platted in 1834. The first settlers in the community were principally from Virginia, Pennsylvania, Methodist and Presbyterian Churches. Kilgore Union Presbyterian Church was the first of four houses of worship built in the village of Kilgore between 1828 and 1861. Before the Civil War, the Lutherans shared a meeting house with the German Reformed congregation, but separate churches were built in 1861. The Lutheran Church was replaced in 1887 by a newer building which is still in use, and both of the older churches were razed in 1980. The first Methodist congregation in Kilgore was organized in 1848, and the frame church which they constructed in 1850 served until 1894, when it was replaced by the building which continues in service to the present time.
The Kilgore Union Presbyterian Church is thus not only the earliest but also the only one of the some alterations in 1881, it still essentially reflects the early settlement history of this community, the Scots-Irish/Pennsylvania origin of some of its earliest homesteaders, and their strong emphasis on providing a proper house of worship as a focal point in their community. The building has not been used for services since about 1944. The nominated property derives its significance from its historical associations with the early settlement and development of the community and therefore is eligible for listing in the Register the church and does not need to meet Criteria Consideration D (National Register Bulletin 15, pp. 34-36).
